Dear President,
I wish to express my concern for ILKHOM ISMANOV who was illegally arrested
on 3.11.10 in Khujand. Three days later his wife was allowed to visit him and reported
that he had been tortured.
Only after 9 days in custody was he brought before a judge. He met his lawyer for
the first time at his trial. This represents an clear infringement of the regulations
governing criminal proceedings in Tajikistan.
I fear for his health as he may be denied medical help.
I appeal to you to hold an enquiry into the allegations of torture and to bring those
responsible to justice.
